Scroll down the db listing until you get to the one named 'fame_levels_tables' where you'll expand it and click on the 'fame_levels' section. Once you have it loaded up you'll expand the data_rome2.pack and scroll down and expand the part marked 'db'. Once that's done, you want to start up PFM and open the data_rome2.pack which can be found by going through these folders: Program Files> Steam> steamapps> common> Total War Rome II> data
To do this, the first thing you need to do is download and install Rome 2 Pack File Manager which can be found here. Outside of increasing your Imperium, the only way I know of increasing your army limits is to get your feet wet with some modding. The army limit increases as your Imperium level goes up and the main way to increase it is through conquest and military actions. Greetings and welcome to the forums ProfesoruRome!
